Market Sector: IT and Telecommunications CCS Prepay was approached by a consultancy which represented one of the worlds largest IT and telecommunication companies. A significant aspect of the clients sales revenue is derived from independent reseller organisations who sell the clients products and services in their respective local markets. Points are awarded depending on the product and service sold and the accumulation of points leads to a number of online gifts and awards which can then be redeemed. The Solution CCS Prepay was approached because one of the additional redemption services required was the ability for accumulated points to produce cash rewards. However the dispatching of checks or wire transfers to resellers was deemed to be ineffective due to the costs involved. CCS Prepay formulated a product offering in collaboration with a scheme partner where the solution would be an open loop re-loadable gift card that could be used for ATM withdrawals, point of sale purchase and online purchases. The re-loadable aspect of the gift card provided an advantage over mainstream gift cards in that it could be reloaded up to a maximum of three times thus increasing longevity to the card usage and functionality before it needed to be replaced once it had reached its maximum reload capacity. Since there are no know your customer (KYC) requirements for gift card issuance the cards are continually sent to the client in bulk for them to instantly issue to their resellers to cover the demand for this form of cash redemption. Case Study: Domestic Retail Scheme (Instant Issuance) Market Sector: Remittance CCS Prepay was approached by a UK telecoms company regarding the development of an instant issuance retail based prepaid card program which would combine a remittance card to card transfer functionality with that of being located at specific retail locations for instant issuance. With an existing CTN channel distributing hundreds of thousands of calling cards per year the client routes millions of minutes of international telecom traffic from other carriers through their own switching and network infrastructure and believed such and existing distribution model would allow for quick market penetration. Based on existing competition in the market our clients requirements evolved significantly due to evolving regulations within the UK market around instant issuance and EU directives on the distribution of cards at point of sale without know your customer (KYC) requirements. Through a specific processing platform CCS Prepay was able to facilitate a program which incorporates an instant issue prepaid card which will be provided at hundreds of approved retail locations across the United Kingdom. Based on instant issuance procedures the non-loadable instant issue cards (sold at point of sale) can be issued, activated, loaded and used immediately (limited maximum balance applies) providing a minimal level of KYC can be collected. The cards can then be upgraded to a standard re-loadable prepaid card (KYC required) which comes with a higher maximum balance. CCS Prepay was approached by a micro loan company based in the Nordic region. The objective behind the request for Euro prepaid debit card program was to streamline the payout of short term loan disbursements. In the existing framework the loan applicant receives their loan by bank transfer. However because a significant proportion of loan account holder base are consumers with an “impaired” credit status a significant aspect will not have a credit card and thus the provision of a Loan based card will contribute to the value proposition of the client whilst at the same time increasing customer retention since card reloading is dependant on the client.
The Solution
CCS Prepay was able to facilitate the provision of the required closed user solution in which the customer when completing the online loan application will be able to choose payout to card as an option for receipt of the loan. This model will also appeal to those loan applicants who are un-banked and thus unable to receive a loan by existing traditional methods (i.e. bank transfer). Since most of the customers have already been declined for mainstream credit cards, the ability to gain access to a major global payment brand provides additional product appeal in addition to the loan.

CCS Prepay has been working with a strategic partner firm in Alberta Canada to develop a payroll card solution to be used to accommodate their relationships with a number of First Nations Bands. Third party Canadian government auditors are responsible for the accountability of the funds disbursed by the Canadian Government. The payments and disbursements are for:
- Established treaties
- Land claims
- Welfare (Payroll)
- Oil revenues (etc)
Traditional processes dictate that disbursements are made by cheque which incur costly charges when cashed at cheque cashing bureaus across the province since many band members do not have a personal bank account. Thus there was a requirement for an electronic payment solution to streamline the business process and reduce the administration overheard with the present payroll process for the initial 9 bands totaling a population of over 50,000 members.
The Solution
CCS Prepay was only able to provide the appropriate canadian dollar denominated card program in 2007 due to the late entry of prepaid card issuers in Canada during 2006. Unlike the canadian interac debit card which has limited usage and cannot be used for hotel bookings or car hire, CCS Prepay was able to facilitate the development of a global payment branded solution for the First Nations communities which not only receives the biweekly payroll disbursement but has global acceptance at all merchants and ATM machines. As a white label card incorporating imagery that is associated with the First Nations history the program would provide branding appeal and acceptance amongst the card holders.
